MOSTLY TRUE — It was, for most of two decades. The original Citation X (1996) was certified to Mach 0.92 and later 0.92+, the Citation X+ (2014) to Mach 0.935, and it held or shared the title of fastest civil aircraft until December 2025, when Bombardier's Global 8000 entered service at Mach 0.94. Cessna stopped building the X+ in 2018, so today's claim is a past-tense one.
